I couldn't find any adoption agencies in Vietnam. But I found an orphanage. You could adopt from there. http://www.orphaned.org/ It looks like the nun in the picture is holding a new born baby.

You can't adopt from Vietnam at the present time. Their intercountry adoptions are on hold.
