As far as places to live in HCMC Vietnam, wanting cheaper prices you'll probably have to go out skirt of the city. The price usually cheaper for everything. Center area district 1, 3, will cost you lot more. But within the city, once you get out into district 10 or even 11, the prices will get much cheaper than district 1 and 3.
