Contact your Senator. Sadly, anything that is part of the DHS (which includes ICE) is hopelessly screwed up. History will fault Dubya for the horrible reorg of DHS after 9-11. Most of the domestic uproars that you've read about, from security leaks to FEMA woes to illegal immigration, have come from DHS.
